WASHINGTON—The American Federation of Government Employees and its Council of Prison Locals today renewed its call on the Obama administration, Congress and the Bureau of Prisons to immediately increase the bureau’s staffing levels and eliminate its hiring freeze in an effort to protect staff from a dangerous spike in violence throughout the federal prison system.
A correctional officer was attacked on June 15 by an inmate with a homemade weapon at the United States Penitentiary – Pollock in Louisiana. The officer, a veteran who was supervising inmates alone in a housing unit during the time of the attack, required hospitalization but is expected to recover.
“Once again we see the critical need for additional staff and protective equipment throughout BOP,” said AFGE National President J. David Cox Sr. “It’s time for the bureau to recognize these attacks are becoming more routine and signal a larger problem that must be addressed.”
The assault continues a dangerous outbreak of violence in BOP, particularly at USP – Pollock. Cory Barron, a correctional officer at the facility, was assaulted by an inmate in April while investigating suspicious activity in a cell. An inmate struck Barron in the head with a lock and continued to assault the officer until additional staff members, armed with pepper spray, intervened. Barron required immediate medical attention after the assault.
Eric Williams, 34, died on Feb. 25 after being assaulted by an inmate with a homemade weapon at the United States Penitentiary – Canaan in northeastern Pennsylvania. Williams was employed by BOP for less than two years.
In the wake of Williams’ death, BOP agreed to expand its pepper spray pilot program to all high security institutions – an increase from the seven facilities testing the program at the time.
“The expansion of the pilot program was a good first step and something we’ve supported for years,” added Cox. “But it’s outrageous that an officer had to lose his life in order for the change to take place.”
The union also says serious inmate overcrowding and correctional worker understaffing plague the BOP system nationwide, and create hazardous conditions for federal correctional workers and the communities in which they work. Correctional officer Jose Rivera was killed in 2008 at the United States Penitentiary – Atwater in California by two inmates with homemade weapons. Rivera was alone at the time of the attack.
“We’ve reached a critical moment in the Bureau of Prisons, with staffing levels at their lowest in years,” said CPL President Dale Deshotel. “The recent assault at USP – Pollock can, and does, happen in facilities throughout the federal prison system. The president, Congress and BOP must end the hiring freeze, fully staff these prisons and equip all of our officers with the proper protective equipment.”
Last year, the Government Accountability Office issued a report that concluded overcrowded federal prisons put staff in danger. The report, “Growing Inmate Crowding Negatively Affects Inmates, Staff, and Infrastructure,” found BOP to be 39 percent over capacity and expects crowding to exceed 45 percent through 2018. The report also concluded increased inmate-to-staff ratios and inmate misconduct ultimately threaten the safety of BOP staff.
BOP correctional officers and other staff members inside federal prisons are unarmed, leaving them vulnerable to attacks by inmates with homemade weapons. For years, AFGE and CPL have fought not only for additional staffing and funding at BOP but also for protective equipment such as pepper spray. The need for additional resources can be seen with the countless violent outbreaks occurring at BOP facilities across the country. A correctional officer can be responsible for supervising as many as 150 inmates at once and is unarmed inside the facility. Low staffing levels and a more aggressive inmate population have led to a spike in violence – something AFGE says cannot continue.
“Federal correctional officers and staff are the foundation of a secure federal prison system,” added Cox. “Proper staffing and protective equipment are the best way to combat the rising inmate population. We won’t stop fighting until our prisons are properly staffed and our correctional officers have the equipment they need to stay safe.”

Legislation targeting unions is back for final Senate debate
Bill C-377, An Act to amend the income tax act requirements for labour organizations, is back for final debate. This bill, which has been widely criticized by detractors for its high financial costs, its unconstitutionality, its violations of privacy and ultimately for its lack of necessity, will be voted on shortly.
The proposed bill would force every labour organization in Canada to file detailed financial information about individuals and also companies doing business with unions, to be posted publicly on a Canada Revenue Agency (CRA) website. But rather than require all public organizations - or organizations which receive similar tax treatment - to post such financial data, the Conservatives are only targeting labour organizations.
Widespread criticism on the legislation: costly and unnecessary
Many within the Conservative Senate have taken issue with Conservative backbencher Russ Hiebert's private members' bill saying it is an outright attack on labour. Witness after witness at the Senate banking committee, which is holding hearings on the legislation, detailed the serious problems with Bill C-377.
Most recently, officials from the Canadian Life and Health Insurance Association Inc. and the Investment Funds Institute of Canada raised concerns with the sweeping nature of the legislation.
Ron Sanderson, director of policyholder taxation and pensions for the Canadian Life and Health Insurance Association Inc., a voluntary group whose member companies account for over 99 per cent of Canada's life and health insurance business, told the committee, "We believe that this bill would be at odds with reasonable consumer expectations of privacy for their medical and financial affairs. Other evidence, including from the Canadian Bar Association, also raises this concern.”
Implications of Bill C-377 passing
There are serious implications for Canadians if Bill C-377 passes. This is a disguised attempt to weaken the ability of unions to properly represent our members. This legislation comes at a time when the Conservative government and Conservative party are launching more and more legislative proposals aimed at curtailing any abiltiy the unions have at standing up for the rights of working people in a democractic fashion.

Nicht der schlechtest denkbare Ausgang: Dass sich Nationalrat und Ständerat über die IV-Revision 6b nicht einigen konnten und diese damit versenkten, hat Vorteile. Gegen das Prinzip eines linearen Renten-systems wäre zwar prinzipiell wenig einzuwenden – wohl aber dagegen, dass dieses Modell zum Rentenabbau hätte herhalten sollen. Der Ständerat wollte eine volle IV-Rente erst ab einem Invaliditätsgrad von 80 Prozent gewähren, was für die Menschen IV-Grad zwischen 60 bis 79 Prozent eine 30-prozentige Renteneinbusse bedeutet hätte. Auch für die Behindertenverbände wurde diese Frage zur eigentlichen Nagelprobe, denn die geforderte „Verwertung der Restarbeitsfähigkeit“ ist rein theoretisch. Entsprechende Stellen gibt es auf dem Arbeitsmarkt nicht; die gekürzten Renten wären durch Ergänzungsleistungen zu kompensieren gewesen, was keine taugliche Methode darstellt.
Ebenfalls vom Tisch ist mit dem Absturz der Vorlage auch ihr zweites Kernelement: der sogenannte Interventionsmechanismus. Hinter dem technokratischen Wort verbergen sich dauerhafte automatische Rentenkürzungen – die ohnehin schon tiefen IV-Renten wären bei sinkenden IV-Einnahmen nicht mehr dem AHV-Mischindex gefolgt und also inakzeptabel verschlechtert worden. Analoge Schuldenbremsen werden auch für die AHV diskutiert – und werden vom vpod auch dort bekämpft. Die Renten der Ersten Säule müssen an die Preis- und die Lohnentwicklung gekoppelt bleiben.

E' stato firmato il rinnovo del contratto dei dipendenti delle imprese del sistema integrato di servizi tessili e medici affini (Lavanderie Industriali). “Abbiamo chiuso un altro contratto importante – dichiara soddisfatto Sergio Gigli, segretario generale della Femca Cisl - in un settore che, come tutti gli altri, soffre i morsi della crisi. Le soluzioni innovative che la Femca ha individuato nei contratti già rinnovati sono state adottate anche in questo caso pur avendo il settore delle lavanderie industriali specificità diverse. La nostra linea politica sta dando risultati e sarà riaffermata anche nei contratti che sono da tempo aperti e che devono trovare una conclusione in tempi rapidi”.
Nel merito del testo, “si tratta di un buon contratto che tutela il reddito delle lavoratrici e dei lavoratori. - aggiunge Gigli - Un contratto innovativo nella parte economica per l’attribuzione al salario di produttività aziendale di parte degli aumenti economici previsti”.
Ma non soltanto. “Il testo firmato – conclude Gigli – è innovativo anche nella parte normativa. Si prevedono misure straordinarie a tutela dei lavoratori e viene adottato un Protocollo sulla qualificazione delle imprese che difende l'occupazione delle piccole imprese e combatte fenomeni di illegalità, concorrenza sleale e lavoro sottocosto”.

Ottawa (19 June 2013) - The National Union of Public and General Employees (NUPGE) is pleased to encourage all members to join with Aboriginal Peoples and Canadians across the country in celebrating National Aboriginal Day on June 21.
National Aboriginal Day honours achievements
National Aboriginal Day is marked each year on the same date to honour the achievements of Aboriginal Peoples in all areas, including the arts, language, reverence for the land and spirituality.
NUPGE President James Clancy says the day is a celebration that benefits Canadians on many levels.
NUPGE fights to end discrimination in the workplace and in society
"We value the partnerships we have formed over the years with Aboriginal workers and Aboriginal communities," Clancy says.
"As a national union, we advocate for full equality and human rights. Many ways people across this country achieve equality is through the community-based social services provided to help cope with daily challenges. Relying on the services help people fully participate in society with dignity. We will continue to fight to preserve and expand these vital services."
Proclaimed in 1996
June 21 was first proclaimed in 1996 as an annual occasion to recognize the diverse cultures and outstanding contributions to Canada of the First Nations, Inuit and Métis. Collectively these groups make up the Aboriginal Peoples of Canada.
The date was selected for several reasons, including the fact that it coincides with the summer solstice.
In 1982, the National Indian Brotherhood (now the Assembly of First Nations) called for the creation of a National Aboriginal Solidarity Day to be celebrated on June 21. In 1995, a similar recommendation was made by the Royal Commission on Aboriginal Peoples. It called for a National First Peoples Day to be designated.
Also in 1995, a national conference of Aboriginal and non-Aboriginal people, known as The Sacred Assembly, called for a national holiday to celebrate the contributions of Aboriginal Peoples to Canada. The first National Aboriginal Day was proclaimed by the Governor General the following year.

Dopo 12 mesi di intense trattative, nella giornata di mercoledì 19 giugno i sindacati del settore Filctem-Cgil, Femca- Cisl, Uiltec- Uil e Assosistema- Confindustria hanno siglato a Roma l'ipotesi di accordo per il rinnovo del contratto nazionale di lavoro per gli otre 28.000 dipendenti delle imprese del sistema integrato di servizi tessili e medici affini(lavanderie industiali), scaduto il 30 giugno 2012.

Solidarité avec les travailleurs de LuxairOGBL
La Fédération Européenne des Travailleurs des Transports (ETF), qui représente plus de 250.000 travailleurs à travers toute l’Europe, a été informée par son organisation membre O-GBL du conflit pour les négociations collectives qui opposent les travailleurs et la direction de Luxair.
L’ETF tient à exprimer son entière solidarité avec le combat juste mené par les travailleurs et leurs organisations syndicales.
La manifestation qui sera organisée le 20 juin 2013 à Luxembourg devant le Ministère du Travail et de l’Emploi est le résultat de l’attitude peu constructive de la direction de Luxair qui dénonce la convention collective du travail en vigueur actuellement. Cette approche patronale visant à toucher les salaires et à flexibiliser au maximum le temps de travail est tout à fait inacceptable.
Les organisations syndicales luxembourgeoises, membres de l’ETF, exigent:
- La réintégration de la convention collective dénoncée unilatéralement par la direction de Luxair en octobre 2012
- La cessation de toute tentative de chantage dans les négociations
- La remise en place d’un dialogue social constructif
L’ETF appuie pleinement les revendications syndicales et demande à la direction de Luxair d’établir rapidement un dialogue social de qualité afin de trouver des solutions solides et équilibrées.
L’ETF sera présente à la manifestation du 20 juin et dénoncera clairement l’attitude manipulatrice de la direction de Luxair.
