大会で採択された決議が、今後の議論と決定の枠組みとなります。しかしながら、大会で得られた決議をまとめると、ワークプランが膨大になり、一気に実施することが困難になります。また、大会決議の各要素の解釈も、地域、小地域で異なることも理解しております。
