Final report of the expert group to the High-Level Commission on Health Employment and Economic Growth

The United Nations Secretary-General, Ban Ki-Moon, established the High-Level Commission on Health Employment and Economic Growth (ComHEEG) in March 2016. Its task is to propose intersectoral actions to guide and stimulate the creation of health and social sector jobs to advance inclusive economic growth. In support of the Commission’s work, an Expert Group was convened to critically review the available evidence.

Against a context of high and often growing inequalities and persistently high global unemployment; the Expert Group finds that effective investments in the health workforce
could generate enormous improvements in health, well-being and human security, as well as decent jobs and inclusive economic growth.

Realizing the full potential of such investments will however, require radical reforms in the manner in which the health workforce is allowed to acquire the right skills and adapt them during ones working life as well as ensuring an adequate allocation of health workers across countries and an equitable distribution within them, with priority to primary and preventive care. It will also require a coordinated and comprehensive effort of health, education, finance, labour and foreign affairs sectors of government, together with civil society, the public and private sectors, trade unions and associations, institutions and academia.
