GAPS will be used in 2005 as a campaign tool. It can be a framework agreement signed by unions and government, it can be used to build support with community groups or as a petition signed by the public. Gathering signatures and commitments to GAPS can provide a focus for global campaign actions in 2005. Watch this site and PSI bulletins for more information.
