Governments, communities and workers should be involved in discussing how to ensure that public services are high quality. This may mean tackling management systems, work organisation and service delivery problems. It may also require more investment in services, and the technical capacity to deliver services effectively. Rather than privatization, genuine and inclusive reform should be the first strategy for bridging the gaps to better services to the community.
