The design and delivery of quality public services depends on a
skilled and committed workforce. Yet many workers are denied the most
basic rights; to join a union and bargain collectively; to be involved
in decisions about their work; to have decent pay and working
conditions. Women can be particularly disadvantaged by less access to
training and promotion, and by unequal pay. By ensuring there are enough
staff to do the work and by respecting workers and workers' rights,
governments can bridge the gap to delivering quality public
services.
