When services are inadequate, the burden of bridging the gaps falls
largely on women, who make up the majority of care givers for families
and are those who have to fetch water and fuel. Yet women are
under-represented in the places where decisions about services are made;
their numbers are few in elected municipal, state and federal
governments. As employees in public service agencies they are clustered
in lower grades, seldom having major influence on decisions.
