PSI's 27th World Congress meeting in Ottawa, Canada in September 2002 established four priority Progamme of Action (POA) areas for the five years until 2007. The four priorities are:

  •  Public Sector Workers and their Work
  •  Winning Workers' Rights
  •  Equality, Equity and Diversity
  •  Union Development and International Solidarity

In its vision statement, Congress outlined the approach to the POA that PSI will follow. It emphasises the need to focus on key priorities against a background of increasing globalisation that affects the lives of all people involved with PSI. PSI aims to increase its effectiveness by ensuring that international work is more relevant at the workplace level, more inclusive, and builds on the principles of social justice and sustainability. PSI will act in close consultation with affiliates and build alliances with other organisations that share common interests. PSI will adopt strategies and material that aims to increase involvement through a more campaigning approach to attain its objectives.
