Maternity Protection Campaign- it’s for all of us!

PSI agreed to carry out a global campaign to promote maternity protection following the adoption of the ILO Convention 183 on maternity protection in 2000, together with its accompanying Recommendation No. 191.

The campaign comprises three main goals:

  • the ratification of the ILO Convention 183 and the implementation of the associated Recommendation No 191;
  • making maternity protection a reality by ensuring that governments and employers apply the standard in practice; and
  • negotiating better protection through collective agreements.

Campaign partners

PSI works in close cooperation with the International Confederation of Free Trade Unions (ICFTU) and Education International (EI) in the implementation of this campaign.  Other partners include International Baby Food Action Network (IBFAN) and the World Alliance for Breastfeeding Action (WABA).


Campaign resources

PSI together with ICFTU and EI have produced a campaign kit which contains a useful range of information on how to campaign for maternity protection in your country, information about the ILO Convention 183 and background information on what is a convention; and campaign resources including an outline training programme, media releases and union articles, and a sample workplace survey on maternity protection.  The full text of the Convention is also available.

  • Find out which countries have ratified the ILO Convention 183 on maternity protection by consulting the ILO Labour Standards database
  • ILO Maternity protection database: The maternity protection database contains information on the principal legislative measures adopted in member states to protect the health and welfare of working women during pregnancy, childbirth and breastfeeding and to ensure that their employment is protected and that they are not subject to discrimination

ITUC video on maternity protection
A special new ITUC video on maternity protection aims to bring public attention to the problems faced by women workers in balancing work and activities at home and in the community.

India: Increased maternity and childcare leave
26 September 2008 - The government of India has decided to increase maternity leave for all central government women employees. An additional two years of childcare leave has also been granted.

Brazil: President Lula approves law extending maternity leave to six months
25 September 2008 - President Luiz Inacio Lula da Silva signed on 7 September a law extending maternity leave from four to six months. The additional 60 days are optional for private companies. For civil servants the change will come into effect after publication of the new law in the Official Journal, mid-September. For employees of private enterprises, the new maternity leave will become valid as of 2010 and must be negotiated with the employer, since it is optional. Companies choosing to grant the additional two months leave will be able to deduct the total additional salary paid to their female staff from their income tax.
